Education &#8211; Region 3<br />
Montana Fish, Wildlife &#038; Parks will offer a free hunter education class for those who need to complete a course prior to applying for special deer and elk permits by the new March 15 application deadline.<br />
The class will meet at Montana Wild, 2668 Broadwater Ave., adjacent to Spring Meadow Lake State Park on Highway 12 West. Class times are:<br />
Feb. 24	6:30 -9 p.m.<br />
Feb. 25	8:30 a.m.—5 p.m.<br />
Feb. 26	8:30 a.m.—2:30 p.m.<br />
Attendees must preregister for the class on the FWP website at fwp.mt.gov . Go to the Education tab, select Hunter Education and click to access the course schedule.<br />
Those born after January 1, 1985 must present a hunter education certificate to purchase a hunting license and to apply for special permits. The next available classes will not occur until later in the spring.<br />

Hunters in Montana can get an early start on making plans for the upcoming season thanks to recent license-purchase and special permit-application deadline changes.<br />
This year hunting and fishing licenses go on sale Jan. 16 and the deadline  for residents and nonresidents to apply for deer and elk permits has moved up to March 15.<br />
 	In past years, new hunting licenses would go on sale at the end of February and special deer and elk permits were due June 1.<br />
The Montana Fish, Wildlife &#038; Parks Commission recently adjusted the dates in response to public comment.<br />
 “Now resident and nonresident hunters will have their drawing results by mid-April, instead of the end of July,” said Ron Aasheim, FWP spokesman in Helena. “That gives hunters three additional months to make plans, scout hunting areas, get in shape, and talk to landowners.”<br />
Resident and nonresident applications and information, including application success tips, will be available online at  HYPERLINK &#8220;http://fwp.mt.gov/&#8221; fwp.mt.gov beginning Jan. 16. Click &#8220;New Deadline – March 15 Deer &#038; Elk Permits&#8221;.<br />
Paper applications and information will be available from FWP offices and license providers by Jan. 18.<br />
Hunters will also notice that the permit application packet has been revamped and simplified.<br />
“We’ve heard for years that the application process is too complicated,” Aasheim said. “In response to the deadline change we boiled down 120 pages of hunting regulations to an eight-page information and application packet.”<br />
Montana’s traditional deer, elk and antelope hunting regulations will still be available in early April.<br />
FWP continues to urge hunters to apply online. “It’s fast, it’s convenient and it’s always accurate,” Aasheim said. “The online system won’t allow you to submit an application that contains an error. This year, we’re really encouraging hunters to read the application information, and then carefully fill out a paper application to guide their online submissions.”<br />
Aasheim said the best tip he can offer is to start hunting plans early, but hold off on submitting deer and elk permit applications until sometime after Feb. 16. “There are many hunting districts with ‘pending’ quotas that won’t be finalized by the FWP Commission until Feb. 16.  If you are interested in applying for one of the pending hunting districts, check the FWP website after the Feb. 16 meeting, make your choices and then submit your application.”<br />
Nonresidents who wish to apply for big game combination, elk combination or deer combination licenses and deer and elk permits for the 2012 fall Montana hunting season can also apply online or download an application from FWP’s website beginning Jan. 16. To request an application by mail, write to:  Licensing Section; Montana FWP; P.O. Box 200701, Helena MT; 59620-0701; or call: 406-444-2950. The application deadline is March 15.<br />
Aasheim stressed that the deadline to apply for moose, sheep, goat and bison licenses remains May 1. June 1 remains the deadline to apply for antlerless deer B and elk B licenses and antelope and antelope B licenses.<br />
Montana&#8217;s upcoming hunting and fishing license year runs from March 1 to Feb. 28, 2013.<br />

<p>Montana Fish, Wildlife &#038; Parks (FWP) invites hunters, landowners, outfitters, and others to get involved now to help set hunting seasons for 2012 and 2013. The public can comment online now and at a series of regional open houses set for Monday, Aug. 29 at all seven FWP regional offices, including the Missoula office (3201 Spurgin Road).<br />
The 7-9 p.m. open house will include a brief overview of the season setting process, and the public can stop by any time during the open house to visit with FWP biologists and game wardens.<br />
“We’d like to know what hunting regulation changes you think we should be considering, including what are you seeing and experiencing out there and what ideas you have to make things better,” said Mike Thompson, FWP Region 2 Wildlife Manager. “We also want to know what things you really value and don’t want to change in the future.”<br />
Thompson hopes that hunters and others will stop by the open house for an informal opportunity to have their questions answered and to leave input that FWP will consider alongside its data as it prepares tentative hunting season proposals for 2012-2013 hunting seasons.<br />
The deadline to submit comments is Sept. 6. To submit comments online, go to fwp.mt.gov and click on For Hunters and follow links to the Hunting Homepage.<br />
Proposals that emerge for the 2012 and 2013 hunting seasons will be presented to the FWP Commission in December, followed by public comment opportunity in January 2012. The Commission will adopt final rules in February.<br />

<p>Montana’s wolf-hunting licenses will go on sale Monday, Aug. 8.<br />
Licenses will be valid within 14 specifically defined wolf management units. Hunters must obtain permission to hunt on private lands.<br />
How to purchase<br />
•	Hunters can purchase a wolf license online at fwp.mt.gov, or from any FWP regional office or license provider.<br />
•	Hunters must have, or also purchase, a 2011 conservation license.<br />
•	Wolf hunting licenses are $19 for residents and $350 for nonresidents.<br />
Regulations and Seasons<br />
•	Early Season Backcountry Archery: Sept. 3-14.<br />
•	Early Season Backcountry Rifle: Sept. 15-Dec. 31.<br />
•	General Season Archery: Sept. 3-Oct. 16.<br />
•	General Season Rifle: Oct. 22-Dec. 31.<br />
•	The hunting season will close in a specific WMU when the quota is reached.<br />
•	If a WMU&#8217;s quota isn&#8217;t met, the wolf-hunting season would be extended in that area through Dec. 31.<br />
•	Wolf hunting regulations are available via the FWP Web site at fwp.mt.gov, and from most FWP license providers.<br />
•	Hunters cannot use any motorized vehicle—including OHVs and snowmobiles—to hunt wolves.<br />
•	The use of dogs, bait, sent, lures, traps, lights, electronic tracking devices, or any recorded or electrically amplified bird or animal calls to hunt or attract wolves is prohibited.<br />
•	Additional rules and regulations that apply to big game hunting are also in effect.<br />
Quotas<br />
•	The total harvest quota is 220 wolves across 14 WMUs Two management units—WMUs 290 and 390 have subquotas.</p>
<p>Where to Hunt Wolves<br />
•	Montana is divided into 14 WMU and each has its own quota.<br />
•	FWP wildlife management areas are open to hunting during the fall wolf season.<br />
•	Legally accessible State School Trust Land is open to wolf hunting.<br />
•	Hunters by law must obtain permission to hunt private land.<br />
•	Only tribal members may be allowed to hunt wolves on Indian Reservations.  Contact the respective Tribal Government Office with questions.<br />
•	State Game Preserves, National Parks, and National Wildlife Refuges are closed to wolf hunting.</p>
<p>Reporting Requirements &#038; Season Closures<br />
•	Hunters are required to call 1-877-FWP-WILD (1-877-397-9453) to report harvests within 12 hours.<br />
•	To maintain possession of the hide and skull, hunters must by law personally present the tagged wolf hide and skull to a designated FWP employee within 10 days of the harvest for inspection. Evidence of the animal&#8217;s sex must remain naturally attached to the hide.<br />
•	When a WMU reaches its quota, FWP will close the season upon 24-hour&#8217;s notice. Hunters should always check FWP&#8217;s closure updates before each day afield.</p>

	Montana’s young hunters are the focus of a special weekend youth waterfowl and pheasant hunting season Sept. 24-25. Legally licensed hunters age 12 through 15 will be able to hunt ducks, mergansers, geese, coots and ring-necked pheasants statewide on these two days. 	In addition, youngsters 11 years of age who will reach age 12 by Jan. 16, 2012 may participate in this hunt with the proper licenses.<br />
	A non-hunting adult at least 18 years of age must accompany the young hunters in the field. The bag limit, shooting hours, hunter safety requirements and all other regulations of the regular pheasant and waterfowl seasons apply.<br />
	There is an exception to the youth waterfowl season at the Canyon Ferry WMA near Helena—shooting hours will extend from one-half hour before sunrise to noon Sept. 24 and 25.<br />

Hunters must leave one, fully-feathered wing naturally attached to any sage grouse, sharp-tailed grouse, mountain grouse or partridge when it is transported from where it was taken to the hunter’s permanent residence.<br />
In another example, pheasant hunters must leave a leg and foot naturally attached to any pheasant they transport within the state so the sex of the bird can be identified.<br />
A bird hunter who leaves game birds somewhere for a period of time, or who turns them over to someone else to transport, must tag the birds with the following information:<br />
▪	hunter’s ALS number<br />
▪	hunter’s signature<br />
▪	hunter’s address<br />
▪	total number of birds by species<br />
▪	dates birds were killed</p>

			<content:encoded><![CDATA[<p>UPLAND GAME BIRD HUNTING OUTLOOK <br />
	Upland game bird hunters who have been watching the weather won’t be surprised that Montana Fish, Wildlife &#038; Parks officials expect eastern Montana’s pheasant and grouse numbers to be well below average this fall.<br />
	In western and central Montana, game bird counts will be similar to or slightly down from last year. Upland game bird hunting begins Sept. 1. Pheasant season opens Oct. 8.<br />
	The most severe winter conditions, including prolonged, deep snow, occurred east of a line that ran from north of Shelby to the southeast corner of the state—a vast area. FWP officials said this extreme winter weather followed by a very wet, cold spring significantly reduced the winter survival and spring production of upland game birds.<br />
	“Fortunately, western Montana counties avoided some of this extreme weather and hunters should find some upland game bird populations in western Montana that are similar to what they saw last year,” said Rick Northrup Montana Fish, Wildlife &#038; Parks game bird coordinator.<br />
	Northrup said in the western Montana, estimates of ruffed grouse, spruce grouse and pheasant harvests in 2010 ranged from 56 to 79 percent of average.<br />
	“In western Montana, gray partridge, dusky grouse, and spruce grouse likely fared better because they nest later in the spring and early summer, after most of the heavy rains came and went,” Northrup said.<br />
	 On the other hand, in eastern Montana pheasants and prairie grouse had a rough time of it.<br />
	“In eastern Montana, spring precipitation patterns in many counties suggest that game bird nests were likely inundated and abandoned by late May,” said Northrup. Hens with disrupted nests can often times renest if they are not too far along with incubation. This is particularly true for pheasants. Unfortunately, those chicks that may have hatched in late May likely succumbed to the extreme, prolonged moisture and cold.<br />
	Northrup said hunters may also be impacted by the loss of lands enrolled in the federal Conservation Reserve Program.<br />
	“In the past 22 years, Montana has enjoyed a 50-100 percent increase in pheasant harvest, largely as a result of CRP,” Northrup said. “Montana still has over 2.7 million acres enrolled, but enrolled lands continue to decline as farms go back into grain production.”<br />
Western Montana: (FWP Region 1 and Region 2)<br />
	In FWP Region 1, in northwestern Montana, last year’s harvest of dusky grouse was about two-thirds of normal. There should be more birds this fall, but populations will remain below average. Ruffed grouse numbers are expected to be well below average due to untimely cold and precipitation.  Spruce grouse numbers may also be improved from last year but still below average. Pheasant numbers should show improvement, but remain below average.<br />
	In FWP Region 2, in the Missoula area, the dusky grouse harvest in 2010 was 80 percent of average and should be similar this year. FWP expects spruce grouse numbers to improve, but ruffed grouse here too will have been reduced by cold rains in early June. FWP officials say 2010’s pheasant harvest was 116 percent of average and hunters can look forward to the potential for a similar or even greater harvest this fall due to the relatively open winter conditions in this region.  Officials caution, however, that lands accessible to public pheasant hunting are very limited in this region.<br />
Southwestern and South Central Montana (FWP Region 3 and Region 5)<br />
	In southwestern Montana, late May and early June rains were generally less of a factor than in the east. FWP is anticipating average to slightly improved dusky and ruffed grouse numbers. Spruce grouse and gray partridge, later nesters, are not expected to have been impacted by June’s early, cold rain. Partridge numbers were 80 percent of average last year and FWP expects them to be near average this year. Spruce grouse, though not prevalent in southwestern Montana, are expected to be above average in number. Also in FWP Region 3, FWP expects sage grouse and pheasant numbers to improve over last year to near average.<br />
	FWP Region 5 received extreme rain in late May or early June equaling or exceeding the area’s average annual precipitation. Because of their nesting chronology, later nesting birds, including dusky grouse and gray partridge, may have renested, resulting in later hatches in the region. Some improvement in the number of gray partridge and dusky grouse compared to last year is possible, but these populations will remain below average.  FWP officials say ruffed grouse, sharp-tailed and sage grouse numbers will likely remain below average too. Pheasant numbers are expected to be below average, similar to last year.<br />
Montana Hi-Line (FWP Region 4 and 6)<br />
	In FWP Region 4, dusky and ruffed grouse are not as numerous as they are further west. FWP expects below average populations, down from last year. The gray partridge harvest in FWP Region 4 was 20-50 percent below average last year. Their numbers should show some improvement overall, but will remain below average.<br />
	Along the Eastern Front, cold, wet weather in early June likely impacted survival of sharp-tailed grouse broods.  In the southern portion of FWP Region 4, numbers may also have been impacted by cold rains at the start of hatch.<br />
	FWP expects pheasant numbers in north central Montana to improve some too, but remain below average.<br />
	Sage grouse lek surveys suggest sage grouse numbers will remain about 30 percent below average, with some improvement in the southern half of the region compared to the north.<br />
	In FWP Region 6 west, gray partridge numbers are expected to be below average following the double-wammy of a severe winter and harsh spring. Sage grouse winter survival was good, but spring losses will likely mean below average numbers of sage grouse. Sharp-tailed grouse faced similar challenges and numbers are expected to be well below average. Pheasant numbers are also expected to be well below average, particularly in areas lacking good winter cover.<br />
	In FWP Region 6 east, the weather impacted the survival of all upland game bird species. FWP officials say spring surveys suggest all species of upland game birds were reduced in number, particularly where winter habitat is limited.  Spring moisture was extensive but June rains were generally lighter than those experienced further south. As in other areas of eastern Montana, chicks that survived spring had excellent cover and insect production through the remainder of the brood-rearing period.<br />
Southeastern Montana (FWP Region 7 north and Region 7 south)<br />
 	In FWP Region 7 north overwintering was a challenge for all game bird species. Gray partridge, prairie grouse and pheasant numbers are expected to be down from last year across the board. Sharp-tailed grouse have been relatively abundant for the past four years, but FWP expects fewer sharp-tailed grouse this fall.</p>
<p>In FWP Region 7 south hunters had been enjoying abundant sharp-tailed grouse and gray partridge numbers.  However, the line of severe winter weather cut through the northern portion of this area.  In addition, prairie grouse were also inundated with record rains for nearly eight days at the end of May, the same moisture system that hit FWP Region 5.  This event likely resulted in considerable nest losses.  Partridge may have avoided some of these impacts due to later nesting. Pheasant numbers will also likely be down due to winter and spring weather conditions.<br />

	Daily Bag Limits<br />
•	Two sage grouse, four sharp-tailed grouse, and three mountain grouse in aggregate and eight partridge in aggregate.<br />
•	Three cock pheasants daily.<br />
	Possession Limits<br />
•	Two times the daily bag limit for sage grouse and four times the daily bag limit for sharp-tailed, mountain grouse and partridge.<br />
•	Three times the daily bag limit for pheasants.<br />
	The annual bag limit for turkey is two wild turkeys. The total combined limit of the spring and fall seasons cannot exceed two turkeys per hunter. In the fall, two either-sex turkeys may be harvested, but no more than one may be harvested in FWP Region 7 and no more than one may be harvested outside of FWP Region 7.<br />
	Fall turkey hunting is open to all hunters with a valid turkey license in the general hunting areas described in the upland game bird regulations. Special turkey hunting permits, with applications made in July, are valid only in areas specified in the regulations and must be used with a valid turkey license.<br />
	All areas open to hunting upland game birds by firearms are open to either-sex hunting of that species by falconry.<br />
	For the youth only special pheasant weekend, the bag limit, shooting hours, hunter safety requirements and all other regulations that apply to the regular pheasant season apply to the special youth season.<br />

	Hunters planning to hunt upland game birds on Indian Reservations should check Indian Reservation regulations for season dates, bag limits, licensing requirements, shooting hours, legal species and shot gun shell requirements, which may differ from state regulations.     </p>

			<content:encoded><![CDATA[<p>Montana’s Fish, Wildlife &#038; Parks will offer licenses for sale beginning Aug. 23 for the state’s regulated wolf hunting season.<br />
	The FWP Commission today set the statewide harvest quota at 186 wolves for hunting seasons that are set to open Sept. 4 for archers, Sept. 15 in select backcountry areas and Oct. 23 for the general hunting season.<br />
	Licenses will be valid within 13 specifically defined wolf management units. Hunters must obtain permission to hunt on private lands.<br />
	Wolf licenses will be available for purchase online at fwp.mt.gov, or from any FWP license provider. Hunters must have, or also purchase, a valid 2010 conservation license. Wolf hunting licenses are $19 for residents and $350 for nonresidents.<br />
 	Montana’s wolf hunting seasons generally correspond to the state’s archery only, early backcountry, and general big game hunting seasons. The general wolf season is scheduled to end Dec. 31, or when quotas are reached, whichever occurs first. The archery-only season for wolves, which is set to end Oct. 17, is limited to not more than 20 percent of the established quotas or subquotas.<br />
	The 2010 wolf hunting season, however, could be blocked by a lawsuit in federal court seeking to return the wolf to the endangered species list. In 2008, legal challenges prevented wolf delisting and a hunting season. FWP continues its vigorous defense of the federal wolf delisting decision.<br />

<p>The Montana Trappers Association (MTA) will offer a trapper education course Saturday, March 6 in Missoula. This will be the only trapper education course held in west-central Montana this year. </p>
<p>The free course will run 8:30 a.m. to 5 p.m. at the Missoula FWP office, 3201 Spurgin Road. To register, stop by the FWP office, or call 406-542-5500.</p>
<p>MTA instructors will emphasize trapper ethics, trapping heritage, and trap sets. Instructors will show actual trap sets and techniques. </p>
<p>People of all ages are invited to attend, but students under 10 must be accompanied by an adult.   All participants should bring a lunch and note-taking materials. Students who complete the course receive a certification card. The course is not mandatory for trappers but strongly recommended. </p>

<p>Montana Fish, Wildlife and Parks now offers hunter education on the Internet to anyone 18 years and older.</p>
<p>State law says everyone born after Jan. 1, 1985 must take hunter education before he, or she, can hunt in Montana.  The course, which costs $15, is a chance for an adult to take the course at his or her convenience. </p>
<p>Though the coursework is completed online, students born after Jan. 1, 1985, must also take a short field course to receive their certification card. Students born before this date are not required to take the field course for certification.</p>
<p>At FWP’s Region 4 in Great Falls, there are several field course dates available this year for online students. Those dates are: Feb. 20, March 13, April 3, June 8, July 21, and Sept. 18. Other field days may be available elsewhere around the state.</p>
<p>Registration is only available on the Internet to those who successfully complete the online course, and space is limited. For more information on the online course and field course times and locations, go to the FWP website, www.fwp.mt.gov, and click on Education.</p>

Hunters anxious to prepare for Montana’s spring turkey gobbler season can obtain an application for the special spring turkey permit drawing by going on the Montana Fish, Wildlife &#038; Parks Web site at fwp.mt.gov beginning Feb. 16. </p>
<p>Spring turkey season begins April 10. Residents must have a 2010 conservation and upland game bird license and nonresidents will need a conservation license to purchase a turkey license. </p>
<p>In addition to opportunities to hunt male turkey in most of eastern Montana’s general turkey hunting areas, spring male turkey permits are available through special drawings in areas of western Montana. </p>
<p>Details on spring turkey hunting in the general hunting areas and special permit areas and how to apply are available in the 2010 Spring Turkey Hunting Regulations, found on the FWP Web site at fwp.mt.gov beginning Feb 24. </p>

<p>Montana’s spring black bear season doesn’t begin until April 15, but hunters will be able to access the 2010 black bear hunting regulations on the Montana Fish, Wildlife &#038; Parks Web site at fwp.mt.gov beginning Feb. 25. </p>
<p>Licenses purchased after April 15 may only be purchased over the counter at a Montana Fish, Wildlife &#038; Parks office and can not be used for five days after the purchase. </p>
<p>Bear hunters must have successfully completed FWP’s bear ID training at least once in order to purchase a black bear license. </p>
<p>Black bear hunters are urged to annually refresh their bear identification skills, including the ability to distinguish a black bear from a grizzly. Grizzly bears, a federally protected, threatened species, are not hunted in Montana. </p>

<p>Montana Fish, Wildlife &#038; Parks is seeking comment on the proposed commercial fishing regulations for Lake Helena and Canyon Ferry Reservoir that provide for the harvest of carp and suckers using seines. </p>
<p>The proposed regulations, in effect through Dec. 31, specify the areas where these fish may be harvested and how to report these commercial operations to FWP before the fishing begins. </p>
<p>Special regulations on the Lake Helena harvest from Jan. 1—June 30 were established to protect nesting waterfowl, and special regulations on Canyon Ferry will help prevent conflict with recreational anglers. </p>
<p>The FWP Commission is authorized to approve one commercial fishing operation for each body of water and to establish specific regulations. Only one individual has      applied for the 2010 commercial fishing permit to harvest carp from Canyon Ferry Reservoir and Lake Helena. </p>
<p>Comments must be received by March 12. </p>

Montana Fish, Wildlife &#038; Parks reminds hunters that applications for the Nonresident General Big Game Combination Licenses and Landowner Sponsored Licenses, which are sold through a drawing process, are due soon. To apply for these and other nonresident licenses and for more information, go to the FWP Web page at fwp.mt.gov under For Hunters and select Nonresident Deer and Elk Licenses .    </p>
<p>Applications for these licenses and for the new Come Home To Hunt licenses, must be postmarked by the U.S. Postal Service on or before March 15 and addressed to: Montana Fish, Wildlife &#038; Parks, Attn: Nonresident Big Game Drawing, 1420 East Sixth Ave., P.O. Box 8012, Helena, MT 59604-8012. </p>
<p>Applications for outfitter sponsored licenses must be filed in FWP’s Helena licensing bureau on or before March 15. Postmark dates are not taken into account for these licenses. </p>

<p>The Internet makes it easy to participate in the world around us—even the outdoor world. It may sound ironic, but the Internet is a great way to become a more interactive wildlife viewer or even a citizen scientist. Here are some of the possibilities.</p>
<p>Montana Fish, Wildlife &#038; Parks Discover Montana’s Ecosystems learning tool at fwp.mt.gov   is full of vivid images and wildlife film clips that youngsters and adults will love. Choose an ecosystem you’ll visit soon or one where you live—for example, montane forest or shrub grassland. Click to see a movie of this habitat and the wildlife species at home there and hear their natural sounds! To view vibrant images of the mammals, fish, birds, amphibians and reptiles of this ecosystem, expand the slide file. </p>
<p>One caution—visit this site after dark to avoid burning up time you’d spend in the outdoors. There is so much to explore you will return here time after time.</p>
<p>Citizen scientists, who like to observe and report on the wildlife they see, now have a fun new way to put their discoveries to work on the Internet. The Montana Natural Heritage Program’s Tracker   at mtnhp.org allows people to register with the site and then log their wildlife sightings—mammals, birds, fish, reptiles and amphibians—into the state database where biologists can use them to track the distribution and well being of Montana’s many wildlife species. The MTNHP serves as the state’s information source for animals, plants, and plant communities. </p>
<p>The reported wildlife sightings are also accessible on Tracker to interested wildlife viewers and others. Or, go to the Montana online Field Guide, a joint product of FWP and MTNHP, at fieldguide.mt.gov, to see these observations summarized in charts and on maps for each species. For example, the pygmy rabbit’s relative density is mapped based on 1,221 individual field observations. </p>
<p>Today, Montana’s databases contain nearly 850,000 animal observations compared to 120,000 in 2005 thanks to Tracker and a growing attention to wildlife communities as a whole, including the many nongame species that are essential to a healthy, fully functioning habitat.</p>
<p>While hunters’ and anglers’ pay license fees that support the management of fish and wildlife, there are no similar fees associated with wildlife viewing that could help support nongame species management. That is where the Nongame Wildlife Check-off on the Montana income tax form comes in. Taxpayers can check the box next to the eagle to donate. Surprisingly, less than one percent of Montanans do so, although nearly half of the state’s population identify themselves as wildlife viewers.</p>
<p>In the 20 some years since its inception, the Nongame Wildlife Checkoff has generated nearly $500,000, with annual contributions ranging from $16,500 to $34,000. FWP stretches these contributions by matching them to federal, private and in-kind contributions, including the time of numerous volunteers. </p>

<p>DETAILS ON THE MONTANA NATURAL HERITAGE PROGRAM TRACKER </p>
<p>The folks at the Montana Natural Heritage Program say Tracker is an extraordinarily sophisticated Internet application. It provides direct public access to the extensive MTNHP databases with information on the location of Montana wildlife and other species—and enables the public to log in and report sightings. </p>
<p>Tracker, at mtnhp.org, requires a fast Internet connection, so those with slow Internet access might want to explore Tracker at the public library or other site that offers a faster connection. The MTNHP Web site also provides individuals with access to a simple observation form for plants and animals or an excel spreadsheet to track sightings. To find them, click on Submit Observations on the mtnhp.org home page.</p>
<p>A curious wildlife viewer can read the observations stored by Tracker by clicking on a specific species under Reports and selecting Generalized Observations. A click on Display calls up a map of the sightings, then use the zoom tool to draw a box around a particular locale and click on Charts &#038; Data at the bottom of the map. Choose Observation Details to read the reports on individual sightings. </p>

Subzero temperatures and snowstorms are good excuses to stay inside and turn up the heat. </p>
<p>Wildlife, however, doesn’t have that option. Antelope and members of the deer family in Montana have to tough it out. Most do through a variety of methods. But severe winter weather can tax even the hardiest critters. </p>
<p>Big game survive winter through four main adaptations: an insulated coat, reducing their metabolism (up to one-third of what they need to meet basic life functions), remaining bedded for long periods during bad weather and relying on stored body fat. </p>
<p>Up to 30 percent of a deer’s winter energy requirements can be met through body fat. By the way, don’t believe the old hunter’s tale of predicting a winter’s severity by the amount of body fat on a deer, or elk. The amount of fat says more about the animal’s ability to find adequate food in the late summer and fall than the upcoming winter. </p>
<p>“For deer, their condition going into winter is important,” says Tom Stivers, Fish, Wildlife and Parks wildlife biologist. “East of the Divide, elk will go to where ever they can find some grass. And antelope, if it gets really tough, they’ll move to try to find sage and forbs.”</p>
<p>Both mule deer and whitetails will move to find food, too, often to winter habitats the species has used for a millennium. When winter hits the Rocky Mountain Front, for example, mule deer will move down in elevation to ridges and foothills along the front. </p>
<p>The same holds true in the Missouri River Breaks, Stivers says. </p>
<p>Winter represents a downhill slide for big game, even with migrational movements. </p>
<p>“Mule deer on core winter range and habitat will do okay,” Stivers says, “but deer have evolved to lose weight in the winter.” </p>
<p>One scientist likened a deer’s year to sledding on a brushy hill. Through summer and fall the animal climbs the hill, adding body fat. The winter and early spring are the downhill slide. Grass, shrubs and plants can slow the descent, but if the bottom of the hill is reached before spring plant growth starts, the animal dies. </p>
<p>“Elk are big body animals,” Stivers says. “They can eat grass in the winter and get that internal engine running and produce a lot of heat, like cattle. But deer have to process higher nutritional food. So they seek tips of browse.” </p>
<p>Of course plants need to be in good shape going into winter, too, or browse, like willows and chokecherry, won’t have the necessary nutrition. </p>
<p>Deer and antelope and elk do die each winter. Sometimes it’s from age, sometimes it’s malnutrition, and sometimes it’s predators. More than likely death comes from stress caused by a combination of factors rather than just weather. </p>
<p>In fact, an early winter may have little consequence on animals because most have fat reserves to draw on. But as an animal’s energy supply dwindles, usually later in winter, stress factors will start to kill the young, the old and the weak. </p>
<p>One remedy suggested periodically is to feed the deer or elk. It almost always doesn’t work for several reasons. But that’s a topic for another day. </p>
<p>Now it’s time to put another log on the fire. </p>

Montana Fish, Wildlife &#038; Parks’ annual game harvest survey is underway and is expected to continue into May. </p>
<p>This critical part of the hunting season cycle provides the information that wildlife biologists and managers need to estimate the annual wild game harvest and to recommend quotas for upcoming hunting seasons. </p>
<p>FWP biometrician Robin Russell in Bozeman said that about 80,000 Montana households are generally contacted over the course of the survey. Survey interviewers collect information on big and small game &#8212; including deer, elk, antelope, moose, turkey and upland game birds. </p>
<p>This year the survey calls will be made from calling centers in Bozeman and Helena. The simple telephone survey generally takes about five minutes to complete. </p>

The Private Land/Public Wildlife Council will meet Feb. 1-2 in Lewistown at the Yogo Inn to discuss hunting and fishing access issues. </p>
<p>Council members will meet Monday, Feb. 1, at 1 p.m. to determine priorities and begin to work on identified issues. The meeting will continue Tuesday from 8 a.m.- noon.   </p>
<p>The 15-member council, made up of landowners, outfitters, hunters, anglers, legislators, and an FWP Commissioner, is appointed by the Governor and charged with reviewing FWP hunting and fishing access programs, offering recommendations to help achieve program goals, and addressing issues related to private land and public wildlife. </p>
<p>Members of the public are invited to attend the meeting and observe council proceedings.   A public comment period is scheduled for 4:30 p.m. on Feb. 1. </p>

If you are unsure about the safety of ice on lakes and reservoirs this winter&#8211;you might want to ask the opinion of a young Montanan.</p>
<p>Montana Fish, Wildlife and Parks reaches thousands of kids each year with its angling education program, including winter courses on ice fishing. </p>
<p>&#8220;When we take a classroom of kids ice fishing we are as concerned about teaching them about ice safety as we are teaching ice-fishing,&#8221; said Dave Hagengruber, FWP’s angling education coordinator. </p>
<p>Hagengruber said ice that is four to six inches thick should be safe for a single person. For a family of anglers he is more comfortable with six to eight inches of ice, and for a full classroom he likes to have at least a foot of good, clear ice. </p>
<p>&#8220;There are rules of thumb on how thick ice needs to be, but people need to be aware that on every body of water the ice varies in thickness and its strength is affected by a lot of different factors,&#8221; he said. &#8220;Reservoirs can be especially challenging because the water levels vary over time as water is released and there may also be currents created as water flows into the reservoir.&#8221; Currents within a large body of water will cause the ice to be thinner where they flow.</p>
<p>Hagengruber said the strongest, most dependable ice forms on lakes and ponds early in the season when water and cold air come into direct contact to form a layer of clear, thick ice. Wind, snow cover and deep water are factors that may slow the formation of ice.</p>
<p>Underwater springs are a factor that may weaken the ice in certain areas, and pressure ridges create potentially dangerous situations.</p>
<p>&#8220;Pressure ridges are created when ice expands and the pressure pushes the ice together and up into a ridge,&#8221; Hagengruber said. &#8220;Where the ice buckles it may form a ridge several feet high with areas of open water nearby.&#8221;</p>
<p>&#8220;Under the best of circumstances ice is risky. Reading the ice is even trickier during warming spells,&#8221; he said. &#8220;We tell our angling classes that if you are in doubt stay off the ice. No fish is worth taking a chance with your life.&#8221;</p>
<p>Hagengruber makes a point of erring on the side of safety when working with kids. He tells them:</p>
<p>never go out on river ice, and<br />
never be the first person on the ice.<br />
Someone has to be the first person on the ice, just don’t let it be you!</p>

Communities and other organizations interested in constructing or improving a community pond have until Feb. 1 to apply for a Montana Fish, Wildlife &#038; Parks Community Pond Program grant. </p>
<p>State agencies, cities, counties, angler groups and others interested in sponsoring a project may apply. </p>
<p>Grant applicants must provide a minimum of 30 percent of the costs associated with the project and may match the grant funds with in-kind contributions such as heavy equipment time, construction materials, labor, engineering services, and more. </p>
<p>The Community Pond Program has provided funding since 2003 for projects that benefit young anglers and their families and that provide locations to teach angling skills to those of all ages.   </p>
<p>For a fact sheet and grant applications form, go to the FWP Web site at fwp.mt.gov and look on the Habitat tab for the Fish Habitat page, or call FWP at 406-444-2449. </p>
<p>Applications are accepted annually and must be submitted by Feb. 1. All applicants are encouraged to work with a local FWP fishery biologist on planning the project.   </p>
